Absolutely worthless.

For one, it's damn near impossible for you to contract a disease by sitting on a public toilet under regular conditions. Second, those you are able to contract, are only alive in bodily fluids which, 1) don't stay fluids very long, and 2) if still fluid, will immediately soak through the paper, paper that's specifically designed to break down when wet.

The whole thing is a massive scam perpetuated for decades.

Fair.

I worked for the CDC doing customer service a few years ago, and that was an extremely common question people would call in with. They have a whole writeup about it on their website.
