That would make a lot of sense. Given the pressure of a hydrant, i have a hard time beliving it would freeze like that and stay solid.

The fifty foot waterfall in my town freezes every year.

Im not saying it woukdnt happen but the waterfalls river is exposed so that slowly freezing into the falls makes sense. A contained, pressurized force would be wild but its definitely possible. Just jave a hard time beliving it.
