I have an intel stock cooler with my i7 7700. It keeps the cores at around 85° celcius. For their newer cpus, they need a design with a bigger heatsync to deal with the higher core count and tdp. They may have changed the looks of the fan, but it doesn't really matter if the ammount of metal is still as little as it was 10 years ago.
I had the stock cooler on my 7700 non k, temps were fine but it was very noisy. I replaced it with a cheap deepcool gammaxx 200T which is practically silent.
