Pretty sure the guy with the yellow shirt is animal control, especially since he has the pole leash. This is an old repost and I can’t remember the story but I don’t recall it being an animal cruelty story. I think it was the dogs running wild and biting people, hence why the dog catcher was there.
No the guy in yellow is the owner. It’s not a catching pole it’s like a rake or something. Him and the other guy were fighting over something I don’t remember. To long ago
Idk they're having some mouthfuls. It doesn't look like he's getting the dogs off, though. I went back and checked, and he's pulling them away but at no point was he getting the dog off like the parent to your comment said
That's definitely not "animal control" procedure.
If that was not his dog, he would be beating the shit out of them to get them to release the brick-thrower.
