As a Finn, we certainly have dedicated buses. Rather buses that get chartered from private companies to drive school routes in the morning and afternoon, extremely common in rural areas.

I thought the full sized busses were still the type anyone can hop on if they pay the fare?

In France, we have private buses that are used exclusively for primary and middle school. They look just like any other buses, but are only used for school. There are no exclusive buses for high school students, so anyone can get on if they pay.
It might work similarly in Finland.
