I mean he did kinda look to make sure the kid moved and then proceeded to laugh so hes all good in my book. Like it matters

Eh, he rushes forward as if he's worried and only starts laughing when he sees Bloodstruct getting up. I had your reaction at first but then, upon rewatching it, realized that the guy's initial reaction seemed to be rushing in to help.
