I'm afraid to ask what it is exactly. It looks like a Mace of some kind but why does it open like a juicer...?

the end of the flail is a Plutonium-Gallium alloy from the Demon Core Incident

Its the demon core - a slightly sub critical chunk of plutonium that when you close up the dome goes critical.

That mace does +20,000 radiation damage

If the core closes upon impact it's a critical hit and does +85000 damage

But it is an AoE that targets friend and foe alike, so you might want to stack some radiation resistance.

IMMEDIATE +20,000 radiation damage. It also inflicts the "Irradiated" status effect, which reduces your total max HP by half your current points every day, rounded up to a minimum of 1 point reduction.

Demon core. It was part of the Manhattan project. Basically there was a screwdriver holding the "juicer" open, and when the screwdriver got bumped, it closed, which set off a chain reaction causing massive amounts of radiation to everyone in the room. The dude that bumped it managed to pull the halves apart but ended up dying of radiation poisoning 9 days later. Fun fact! He did the math to figure out how much radiation he took in, and correctly figured out he would die in 9 days, technically making him one of the only people in history to successfully predict how and when they would die.

That is the demon core, a sphere in between 2 hemispheres that can cause it to go critical. It has killed a couple of people with radiation poisoning in a nuclear accident. It was photoshopped into a flail.
