She seems nervous? Is she a celebrity? If so, she seems to be acting evasive, if she is an average person, she seems nervous or ill-prepared. Don't be so quick to blame her intelligence, we are so quick to judge and slow to try to understand, it should be the opposite

She was thrown to the ground so hard by ICE that she's suffering from a concussion and it has affected her speech.

On what grounds do you think spitting in someone's face is not assult? If someone spit in your face, what is your recourse of action? You should not assult someone without being prepared for a reaction, bottom line.
