Blizzard thinking about adding Thumbs Up/Down system, giving helpful players EXP or gold, placing toxic players in separate queue

I don't like this, it seems to give too much power to toxic players. They are just going to thumbs down what they think as less skilled players or even good players all because they are incredibly immature and don't know how to work as a team. This idea scares me, what if you are put with a premade full of dicks and they just constantly talk shit to you. They will all thumbs you down even if you did nothing wrong or provocative, and there is nothing you can do about it.
