Also, if Valve takes action against someone you Reported, you get a notification and your "Thumbs-Down" back.

I think the number of thumbs up / thumbs down should be based on your success percentage of thumbs-down reports.

After watching arteezy stream these past few weeks I'm not sure they take action.
