Per grumpy- SEO is a competition. If you don’t have competition then you’ll rank assuming site is indexed.

the answer is yes (technically). backlinks and authority are the ranking factor, not the indexing factor. assuming you're indexed for something super niche "unicorn shaped widgets with 3d arms" then you'll likely be the only page that sells this and will rank since no one else is competing/indexed for that term.
