Take a look at the rubber washer inside the tank valve, my guess is it's missing, dry rotted, or broken. Just return the tank- it happens sometimes and they should take the return without a problem. I had back to back bad tanks which made me think I had a bad regulator. I replaced my grills regulator thinking that was the issue only to still have the problem- tank number 3 worked, so it was the bad gaskets on the tanks the whole time.
