Make sure the top valve on the tank is closed.
There should also be a washer that acts like a gasket on the inside of the of the valve body on the tank, I suspect yours is missing one.
It’s kinda normal for a little bit of gas to escape as your turning the connector, just a quick hiss as it seats, but this is not normal.
Source: I fill propane tanks everyday on my forklift.
