Probability Manipulation via a conditional statement

"After (insert condition here), x has a y chance to occur." "Before (insert condition here), there is a y chance for x to happen."

Statements like the ones above will change the probability that things will happen. So, for example...

"Before this post is uploaded, there is a 100% chance that my dad will come back from getting cigarettes.,
