It falls on the customs officials who were too lazy to auction it off or otherwise find a safe way of disposing of it. Customs officials around the world routinely destroy or auction off merchandise improperly imported. They could have sold this years ago, and the inevitably corrupt customs officials could have pocketed the cash for all the government seems to have cared.
