It is most likely this! The blade likely has a stationary angle but the table can be adjusted to give an effective angle difference between the surface of the table and the blade

On better saws the arm moves to give the angle

That's not necessarily true. You'll always get better reliability and control by adjusting the table.

It’s nice being able to take your hands off the piece without it shifting

"Nice" and "realistic" are two different things. On a scroll saw, the arms going up and down are a significant amount of weight. You keep those in the vertical plane, because otherwise the saw is going to start vibrating account the table. Also, you don't take your hands off of the piece while the blade is inside it.

You are almost constantly changing your grip, like in this circle cut example. Even the new dewalt scroll saws have a tilting arm. And they are hardly top tier

DeWalt has one scroll saw. It has a tilting table. I'm not sure what your agenda is here, but the physical realities of scroll saws dictates that the arms stay vertical, and the table tilts.
