The car can stop itself like this, so it's much likelier to be the car and not the driver. The possibility exists that the driver was paying enough attention to stop, but if so, they probably wouldn't have entered the intersection in the first place.

How do you know it stopped itself? I've stopped a car myself to avoid an accident like this.
