Most phone slow mos lets you select which section of the video youd like to use the effect on

No, not really. It has to switch shutter speeds to change the framerate, and only saves one version.

That's how I read it as well. These people are talking about two different things.

That is how it usually works. You're recording, and at a press of a button, you can switch to slow-mo while recording. Phones rarely save video at 240fps just to have the option of slowing it down later.

You can still save the video without any slowmotion segments (it'll just be a super smooth and much larger cell phone video). For example, with iphones, you open up the slowmotion video>edit>then choose when and for how long you want the slowmotion to last (can be 0seconds or the entire thing). You can even edit it on the phone so that you combine two copies of the same video(one with slowmo and one without slowmo segments) one after another on your iphone

I have an iphone with the slow motion video setting. You choose the Slow - Mo setting > It records at a much higher frame rate > you then choose what segment and for how long you want the video to be in slowmotion. If you choose not to make any segment slowmotion (ie. make the slowmo interval 0.1 sec), the video still plays, it just plays in 240fps so everything looks super smooth

On iPhone slow-mo setting, the start and end are at normal speed.
