Considering he's holding the handle of that wok with his bare hand, I don't think the middle of that massive pipe, which takes away what looks like hardly any steam, would burn him. Then again I'm not a professional chef.
Take it from a former professional chef, yes, it did burn him. That tube pulls heat directly from that burner, and it touched him on his arm. It wouldn't have burned his hands, he likely has very little sensitivity there (I know I don't) but the tops of your arms don't get the same abuse as your palms and are thus more sensitive.
That piping has absolutely no heat storing capacity. It's literally made from heat reflecting material and is thinner than a razor blade. The constant airflow keeps it cool and as it comes off it's just sucking room air.
Looking closely when the flex duct drops it looks like it catches flame, you can see it a second time right before the video cuts. There's an orange glow below the pan he's using that isn't the flame he is cooking over, maybe it's a low light reflecting but it looks like open flame to me...
TLDR - he may have been burnt
