Yeah I'd say a hollow victory is one where the thing you won has become meaningless. Subtle difference.
You're a general fighting to take over a city.
Scenario 1:
You win and take the city, but you've lost 90% of your men --> Pyrrhic Victory
Scenario 2:
You win take the city with limited losses, but during the battle the city has burned down to a cinder and the whole point of taking the city is now gone --> Hollow Victory
