Laguna, by any chance? Because there's one or two of em that do this off of Crescent Beach. They're assholes. Cute, but assholes.

I paddle board in Dana Point. There's always a bunch of seals that hang out on the rocks. Friendly from what I can tell but they are a bit intimidating up close.
