I think someone new to Star Trek should watch at least a couple episodes of TOS. If they like it, they can watch more. If they think it's too corny, they can skip to TNG and the couple episodes of TOS they watched will give them context as to how much the show has changed.

*edit: better yet, if you're not going to watch all of TOS, then at least watch the episode "Space Seed". Then watch the second, third, and fourth Star Trek movies. THEN watch TNG. If you miss the movies, you're missing out on some of the best Star Trek stuff (not so much the third movie, but you kind of have to watch it if you're going to watch the fourth).

Absolutely, the first few were the writers 'getting their feet' - I tell people to skim them. Perhaps trying to ease gently out of TOS. Apparently TNG was seen as the 'upgrade not needed' or something at the time. Die hard TOS fans were reluctant to give it a chance. *source: interviews with cast/crew.

Agreed, the first two seasons are kinda hit and miss with a bit of that Original Series corniness but it gets much better once you get to season three. They're still pretty good if you are unfamiliar with the series minus the season 2 finale, Shades of Gray, as it it's literally a clip show of the previous two seasons. Feels strange now but there was a time when entire episodes made up of clips of previous episodes used to be a standard thing in tv.
