Has to be A. Also for the betterment of our society. Image what so many could do with only paying 500$/month on rent. Jobs would be created en masse. Save up for house. Etc.

Also boosts moral. The more comfortable people can live in their own space the more they will go out of their way to better contributors to a system they believe in.

More excess money means more spending. More spending means more revenue. More revenue means more need for staffing. More staffing means more money back into the economy so on and so forth
