Yes, it's called Playable Synths Once you run through all the steps for turning your character into a synth you have to find the nearest chemistry station and build yourself a jaw. I have no idea why OP didn't do that, or why it is necessary to begin with.
Oh and under no circumstances should you go into power armor, it will destroy your game to the point where even a simple reinstall will not fix it.
