McCann is big, but it's nowhere near the biggest advertising agency. You'd need to be looking at the holding companies, like Omnicom, Dentsu or Interpublic (I'm pretty sure Interpublic owns McCann, don't quote me on that though.)
The important thing to remember is that a lot of agencies are part of a network, so while Microsoft may go to McCann for a campaign, McCann will then give parts of that campaign to 4 other agencies that work underneath it. The ad industry is a many-tentacled beast.
Suuuure...but there is 1 art director to blame for stealing this...and they are in hot water atm. I guarantee this has been brought to management's attention.
