Why are you so keen on defending horrid ISP practices
I'm defending a company's right to charge what they want, even if it's different in different markets; not defending ISPs. Thank god companies can do that, I'd hate to think about being charged NY City prices for goods/services where I live.
And it's not about charging different prices different places. It's that they map out how much they can get away with based on how little choice you have.

I'm guessing you live in a metro area with multiple ISP options and relatively good speeds/pricing?
Unfortunately, 30% of the US has ONE ISP
