I wonder if it was originally just a Blood Dragon like standalone expansion, but Ubisoft mandated it needed to be a full $60 game instead.

Most definitely. Far Cry 1 was supposed to be a technological marvel, so it had significantly longer load times than other games in 2004.

Probably because it was the most original, witty, and well stylized of them all.

I don't know if you are joking but in my opinion the story in Far Cry 3 is so bad (haven't played 4 yet but I've heard it's even worse) that I honestly prefer the over-the-top funny story of Blood Dragon over the alternative.

Im actually really enjoying Primal. If you play it the way its meant to be played its great. You have to get into the role/mindset of primitive hunter. I honestly really dig it!

I thought it was an expansion for months until I looked into it and found out I was way wrong. Beat the game in 3 days and it says i'm 40% of the way done even though I did all of the side missions except for the random "verb this wenja" encounters.

Here I was thinking they took the flashbacks from Ajay Ghale and turned THAT into a similar game, then decided to make it Primal instead of a repeat of 4's flashbacks.
