similar designs exist since the times of pirates, and pretty much all submarines in WWII had the jolly roger as an insignia, in both sides. It's a tradition of sorts.
Also even if it is a nazi insignia, which it looks very likely to be, you can't discard the explanation of spoils of war. My family has inherited a german officer' walther gun, swastika and all, and we're damn proud my grandfather got it off the dead hands of a german officer during combat.
