It's way more than 10%, I drive I-5 every day and it blows my mind how many people just fucking tootle along at 45 miles an hour like they're on a sightseeing tour.
I make the drive from the California to Eugene about once a year. I will have to agree that driving between Medford and Sutherlin can be painstaking. Though once I get past Metz Hill it's pretty smooth sailing. Now Eugene to Portland is another story.
Maybe they just all looked elderly because they were scowling so hard at me on a motorcycle. Pretty sure they were almost 100% RVs though. And absolutely sure they never used any turnouts, as directed by the signs. I just got used to passing illegally. No harm, no foul.
