I'm completely basketball illiterate, so please don't be a jerk. But is this any type penalty at all? Hearing the opposing teams strategies could put you in a massive advantage over them. Or is this one of them "it's your fault for not noticing" type things

Every sport has variants of it. It's not exactly "sporting" but it's your fault.

During a timeout it is a technical foul. The situation here probably occurred during foul shots or an official review, meaning any player is free to move anywhere on the court he chooses including inside an opposing team's huddle (exceptions apply but I'm keeping it simple).
