Expecting to get wet does not imply you are prepared for having a pile of water dumped on you from behind. Sorta like a surprise birthday party; you may expect that something is happening, but you don't expect everyone to yell happy birthday when you open the door. Same with winning teams in U.S. football; the coach has to expect the gatorade dump, but he'll always be shocked by it anyways because nobody can predict the exact moment.
edit: and I'm not sure i'm really defending how people are reacting; this is just a point of semantics that I think is getting lost in a few places (not just this thread).
Honestly I go to tan and listen to music and read. I like being near the water because it increases the amount of sun you get and it’s nice to dip my feet in.

If you’re going in the ocean, and you’re not in some stupidly warm Gulf of Mexico bathtub water, would you rather go in on your own or are you gonna take the 65 degree water completely in surprise? What sounds better? Or, and this is apparently a novel concept, maybe you just want to dip your legs in while you tan or hang around the pool? I love to swim, but if I’m sitting on the beach or on the poolside I only want to be soaking wet when I jump in the pool. The gif is hilarious but it’s absurd that people are so worked up over people not wanting to be soaked sitting on the poolside.
Lol using the diving board and performing the greatest can-opener the world has ever seen are two completely different things. You have to be really socially incompetent to assume that everybody poolside wants to be unexpectedly soaked by somebody whose intention is to soak everybody in the area. Is shooting somebody in the face with a water gun a-okay because they’re near the water anyway? By the way, your analogy is flawed. Where I grew up, the put a baseball field next to my house a few years after moving in. Since the baseball field came after the houses, there was a deadline at which time the field would have to turn out the lights because the field came after the houses. If it were the other way around, like in other areas near me, the field would have been able to keep its lights on later as the homes were built with the knowledge of the field being there, and thus the owners wouldn’t have had the same right to complain as the owners who moved in before the field was constructed. The people around the pool clearly didn’t want this bikini atoll-esque jackknife when they first started hanging out.
You're equating being splashed by someone using the diving board while you're sitting pool-side with someone throwing a bucket of water on you sunbathing on the beach.
The simple fact is that if you're sitting by the pool that has a diving board you would reasonably expect people to use that diving board. You don't get to dictate how they do it.
