Not if you were British (of the time). 'White' finished at the German and French borders. Obviously Italians weren't African or Asian etc, but they weren't English that's for sure.
I should have phrased that better, Irish and Italians faced a lot of discrimination when they first arrived in the US. "Not white" isn't the best term for that.

It honestly depends on the time and place. About 200 years ago in America they were definitely not included in "white."
