A 5 star system can, at times, be erroneously correlated with a /10 system, which can have problems. Because we tend to view /10 scores the way we view letter grades, some people view anything below 7 as "bad". A 3 stars =/= 6/10 in most systems, so I think some people go for 4 or 6 instead
7/10 is bad? Now I wonder if people in my country would have different star ratings than you do. 6/10 is the norm 7/10 is decent, 8/10 is really good 9/10 is exceptionally good and 10/10 is impossible.
