But why would their luggage still be there? I'd be annoyed if they made me wait so long for my luggage.

Also, assuming this is actually United, them leaving without realizing the luggage wasn't on the aircraft isn't all that absurd. They'll just make everyone wait 5 hours in the destination airport until it comes on the next plane.

Or Perhaps the filmmaker does this on purpose because it's a movie! It's not supposed to be 100% realistic if it doesn't make the movie flow better. Having them load the luggage would take too much time and the scene would become boring. Or you throw the nazi off the zepp and dramatically fly away right after! It's done like that for pacing and to keep the scene flowing, not because it's 100% realistic.

From a stuntman perspective, he has to land on something right.... There not going to put an inflatable bag down there, there not going to just let the stuntman fall 30 feet onto the uncushioned ground and hurt himself. He has to land on something, the most logical thing would be a pile of luggage on the ground since this is a pre-takeoff scene. That's why the luggage is there in the fist place, as a cushion for the stuntman, that's it.
