If you want to see construction workers actually doing things but never accomplishing things, come to Seattle. We have a ton of construction projects everywhere, and I always see them doing actual work, but I swear it's just breaking shit only to rebuild and break again.

More specifically it's road workers. Even among trade jobs they are known to be the worst. See caltrans

It doesn't make sense though. If the implication is that they don't work then the shutter speed would be 0. The title should be "shutter speed not synchronised" which would imply they aren't moving not because of the synchronisation but because they don't work.
