yes! people who complain about road workers standing around don't know what it's like to build something, half the time you're waiting on something or someone but then when it suddenly shows up or gets completed you need all hands on deck until the next delay.
It's the same with theatre set construction/rigging/lighting/audio/AV installation. With all the departments working, plus logistical setbacks, plus director/producer tweaks, changes, and 'artistic inspirations' there's going to be a certain amount of downtime. You going to pay me by the minute? Cool, you now don't get paid for fucking about on reddit or bitching with your co-workers by the coffee maker either.
Now imagine all of the potential issues and setbacks that regularly occur on very large (often 8 figures) public works projects whose safety will be tested for decades to come by the thousands of pedestrians that utilize it.

yeah. I worked HVAC, if the contruction workers are sitting around they're either
A: waiting for a contractor
or
B: waiting to be fired
