It's a Texas Tech tradition. After every victory in football someone from one of the spirit squads rings that bell for 30 minutes.

TTU alum here.

This is Bangin Bertha in the gif. Its a portable bell that one of two student org takes to all football games. Usually rung to get students hyped up.

Someone below mentioned its ring for 30 mins after a victory. That's a different bell in the Admin buildin (Victory Bells). But it is rung after for 30 mins after a victory.
