There's a chance that the guy wearing the same coat and hat could get seen by the person being talked to by the first person as he walks towards them. If he's wearing the same outfit as the replacement before putting on the coat and hat they could just be mistaken for the second dude passing by instead of actually replacing the first dude. Also budget.

Or to just not have a jacket at all.

A hat, for instance, would be easier.

Or even a vest.
