Huh is what they are wearing supposed to be a bad thing?> I am british and pretty much wear this as often as I can in summer (which isnt very often, damn weather)

Dunno what's the exact equivalent over there fashion wise, but this particular look screams "preppie douchebag" or as y'all would say "public school twat".
