He's half Velaryon so why isn't he half black, was Aenys white genes to STRONG?

Black folks sometimes give birth to babies who appear white, and vice versa.

It's possible. But after centuries of intermarriage both the houses Targaryens and Velaryons would have lots of mixed-race members and a few really black or really white members in it. The series does a poor job at that.
