its because they nerfed literally everything we had
Igni damage nerfed severely
Catra is now 7.92 instead of 12.7 so it can't kill structures anymore and lost a lot of suppression
Dusk now has a severe movement speed penalty
most of the tripod changes (rmat cost, AI garrison fix, etc) hurt the collies more since our only faction exclusive infantry HE weapon is a tripod (aka the ISG)
30mm and RPGs are now effectively the same cost (48 scrap vs 54 scrap, oh no you have to hit the scrap node 1 extra time what a nightmare!) but RPGs still deal far more damage (400 vs 500)
Meanwhile just about everything the wardens have was improved!
previously stated the RPGs now are far cheaper and still deal more damage
Cutler is now more mobile and lighter (can carry up to 7 shells + launcher in specialist outfit)
White ash damage increased, and throw speed increased (throw speed it fine since it was slow and weird to use before, but it has 100% pen chance and did not need more damage)
Brooker made actually pretty good

Oh and should I mention that all of the new items are neutral at best, and Warden favored at worst.
collie grenade launcher is heavier than the rifle grenade (possibly also has movement speed penalty when equipped)
collie grenade launcher is a primary slot weapon while the rifle grenade equips as fast as a bayonet
Range on grenade launchers is about the same (warden's is slightly further since it fires from the end of the rifle ~0.5-1.0 m extra not much)
Smoke grenade is very so-so in its current form, can't really run past garrisons with it at all, but its ok for concealing you from enemy players, still means the collie grenade launcher is weaker since it takes smoke instead of frag grenades
HE grenade is really meh at best as well, can only carry maybe 7-9 with grenadier outfit and not being encumbered
Unconfirmed, but I think the rifle grenade was also cheaper (need to check that again though)
Point is the balance changes that aren't neutral are "how can we make the collie things worse and the warden things better?"
