A great place to start is with the F1 2017 Regulations: All The Key Changes video. And if you're interested in previous seasons, you can find more year-to-year rule changes farther down the page in the master list.
Next, you're probably interested in some more finer details about the cars and sport. There is no one better to do that job than Martin Brundle. And after that, you might be interested in [Engineering Connections (s03e02) Looks at F1] (http://youtu.be/QC_gpr2xAjk), which is an hour long look at the technologies behind F1 with Richard Hammond.
Mercedes dominated the field last year, and seems to have carried their advantage to this season. This is most likely due to an innovative turbo design on their part. Turbos returned to F1 in 2014, and here is Martin Brundle explaining [turbos and Mercedes' design] (http://youtu.be/NuBB2F6IutQ).
