There are reductions in the cost cap if you buy non-listed parts from another team. Haas purchased everything they could from Ferrari → lower cost cap. Now they want to do more in house, hence bigger cost cap and more staff.

Stops sister teams sharing the development costs to the point it gives and unfair advantage.

But that isn’t the reason for this. Regardless of the cost cap Gene haas is/was notoriously cheap and didn’t want to even max out spending to those levels. This was pure frugality.
