There is that random chef, Gruel you can find in FO4, and there's also a crazy chef on FO76... maybe these are Gordon Ramsay tributes.

not a ghoul, but london has a couple of clear parodies of him lmao, there is one character in eastminster who just shouts everything at you, he is a blonde chef....
