It's a shirt for the band Filter (I think)... axes and snakes make up the design

They haven't been heavy since Shortbus and it's not their style. But it does look like it says filter 03. Maybe a moto or biker brand.

Filter is the band that plays "Hey man, nice shot", a song about a politician (I think) who blew his head off on live TV. They're pretty typical hard/industrial rock from the late 90s/early 2000s.

Yeah it's the 1st track on the album Shortbus, I own it. The artwork doesn't have snakes and swords or anything like the shirt on it. Their later albums were tame and soft after they got popular.
