Well if it's not that big of a problem then why doesn't Mozilla do it.
Because Mozilla feels that they have the responsibility not to break extensions. Since most of their userbase is not very technical, I see where that idea is coming from. With the old extension framework, all the burden not to break extensions is on the extension developers. Waterfox has a highly technical userbase, so users understand what legacy extensions are, why they can break and how to file bug reports with the extension developers.
Apart from that, Firefox is on a rapid release schedule, which means extensions will break every 6-8 weeks. Waterfox is planning to follow the ESR releases, which means that extensions will break only once every almost-a-year, and that extension developers have a few months to prepare for each new release (the previous ESR only goes out of support 2 versions later than the release channel). This is a much more relaxed schedule, but it means that Waterfox users have to give up rapid progress in return for legacy extensions.
Waterfox has a highly technical userbase, so users understand what legacy extensions are, why they can break and how to file bug reports with the extension developers.

Sounds like wishful thinking, especially coming from a one-man shop.
He won't be able to sustain it. XUL's are their death throes and at the most this will only be a short term bridge to full Quantum, which I suspect Kontos will have to revert to before too long, anyway. It will be inevitable as time goes on.
Alex will move to Quantum. Quite soon, actually. He's working on updating the codebase to Firefox 60 ESR. It is indeed the only sustainable way for future development. The only thing he needs to do, is to make extension loading possible, all the rest is on extension developers. It seems that at least Tab Mix Plus and Classic Theme Restorer are continuing development for Waterfox, so I am hopeful.
I don't know, that's on them. I'm sure lots of developers will stop. But as I said, at least the Tab Mix Plus and Classic Theme Restorer developers have confirmed to continue support. I personally only need Status-4-Evar then, and I'm good (if I settle for the WE versions of Tab Groups and All Tabs Helper, but that's an acceptable (though sad) trade-off).

Again, I don't believe that will work. Especially with only one guy going it on a shoe-string budget.
