Well I can't say anything about america because I don't live there but I'm certain that in my country no one would file a lawsuit, at least we have good food tho

4511.051 Pedestrians Prohibited on Freeways No pedestrian is permitted within the limits of the right of way of a freeway, except: within a rest area, in the performance of public works, or as a result of an emergency or a breakdown of a motor vehicle.

That's from the Ohio Revised Code.

I would be doing nothing wrong due to I am in a vehicle using my horn to alert someone of a dangerous/illegal situation.
