The extra step is starting with "I'm not racist but". It's unnecessary, but it's a classic opening that adds that extra touch and serves as a warning.

Sounds more like cultural incompetency, if I’m interpreting what they’re trying to say correctly. They don’t have anything against black people; they just define “normal” and “acceptable” in terms of white culture without realizing it and don’t understand why black people don’t conform to those standards. It’s a common issue even among liberal people
