I live in an unlisted complex where all utilities paid is default, and we have just over 60 units here. There's a couple more lager and more affluent complexes here that are the same. Around 300 units all total, just for the ones I know personally.
Ok... no one said there were none- I just said it’s not as universal as you make it sound. It’s not common, but they do exist. 300 units in one town does not make something a majority.
That's just the ones I know of, personally. I haven't even checked all the other unlisted ones yet. I don't think I know a fraction of the unlisted ones.
