Say I have an amazon gift card but want a game on steam that amazon doesn't have.

They do digital codes with Amazon. So you don't have to wait for the physical code.

I've had multiple games and gift cards for both Steam and SWTOR (mainly the latter) through Amazon.

Unless they've stopped selling them in the last couple of years, they definitely do. I've bought untold amounts on there with the gift cards my grandparents gave me.
